Do I need a vignette in Croatia itself?

No. Croatia has no vignette; you pay tolls per journey at the toll gates or via ENC. The vignettes you need are for the transit countries: Austria and Slovenia.

What if I only pass through Austria without stopping?

The vignette is still mandatory the moment you use an Austrian motorway. Enforcement is digital, based on your registration plate; the replacement toll if you don’t have one is €120 or more.

Does the Slovenian vignette also cover the Karawanks Tunnel?

The Karawanks Tunnel has a separate toll that you pay at the tunnel; the e-vinjeta covers the rest of the Slovenian motorway network.
